PROBLEM TO BE SOLVED: To identify a vehicle travelling rail track, and to obtain an accurate vehicle position with limited equipment. SOLUTION: This operation server comprises a communication part 11 receiving vehicle positional information based on an observation by a positioning satellite from the vehicle travelling on the rail track, a rail track database 13 in which a specified point on the rail track is matched with the positional information and stored, a facility information database 14 in which specified facility information by the side of the rail track is matched with the positional information and stored, and a computing part 12 calculating a pseudo distance by positioning navigation and computing the position of the vehicle in reference to the information of the rail track database and the facility information database by using the vehicle positional information of the travelling vehicle and correction data 31a including an error of an electronic reference point and a surface correction parameter.
