<P>PROBLEM TO BE SOLVED: To provide a transfer device, having high reliability surely separating a material to be transferred in a transfer process, regardless of the moisture absorbing state of the material to be transferred, and also to provide an image forming apparatus. <P>SOLUTION: The transfer device 7, for transferring toner images formed on an image carrier 18 on the material to be transferred, comprises varying means 80-82 for varying an abutting condition N, when the material to be transferred is contacted on the image carrier 18, in response to a water content amount of the material to be transferred.
