<p><P>PROBLEM TO BE SOLVED: To surely prevent a cable installed in a pipeline from moving due to a surfing phenomenon by using a mechanically simple constitution for eliminating a necessity of a long offset line length and hardly damaging an insulative jacket of the cable. <P>SOLUTION: A variable pressing tool 20 is radially extended by an injection of a fluid 26, set between the pipeline 11 and the cable 12, and has a first plate member 21 located and facing an inner wall of the pipeline 11, a second plate member 22 parallelly facing the first plate member 21, located and facing an outer circumference of the cable 12, and a lateral member 23 laterally surrounding and air-tightly occluding a space 25 between the first and second plate members 21, 22. The first and second plate members 21, 22 are formed from a hard rubber semi-rigid elastic material.
