<P>PROBLEM TO BE SOLVED: To provide an impulse sealing apparatus for which an inexpensive cooling unit can be used, and an automatic packer. <P>SOLUTION: The impulse sealing apparatus 10 welds overlapping packaging films together by supplying power to an impulse heater 11 coming in contact with a seal surface. The sealing apparatus 10 also includes a power controller 13 which controls the power supply to the impulse heater 11, the cooling unit 17 which supplies the impulse heater 11 with a refrigerant and cools the impulse heater 11 with the refrigerant, and a temperature detector 18 which is disposed between the cooling unit 17 and the impulse heater 11 and detects a temperature of the refrigerant supplied to the impulse heater 11.
