PROBLEM TO BE SOLVED: To provide a method of manufacturing a gear, a gear and a tool for manufacturing the gear, capable of improving the accuracy in concentricity of a tooth part of the gear provided with an elastic ring body between the tooth part and a metallic ring body. SOLUTION: The elastic ring body 42 is mounted at an inner peripheral side of a gear cutting front tooth part 41, and the metallic ring body 43 is mounted at an inner peripheral side of the elastic ring body 42 to form a large gear 4. Holes 45, 45... of proper diameter are formed on a surface of a metallic part 41b of the gear cutting front tooth part 41 at equal intervals. Holes 45, 45 ... of proper diameter are formed on positions concentric to a center of a lower column shaft 64 at equal intervals. The large gear 4 is externally fitted to the lower column shaft 64, the lower column shaft 64 is inserted and fitted to a fixing jig 8, the fixing jig 8 is fixed to the large gear 4 by fitting pins 81, 81... into the holes 45, 45 ..., and the gear cutting front tooth part 41 and the metallic ring body 43 are fixed through the fixing tool 8.
