PROBLEM TO BE SOLVED: To provide an inexpensive actuator of high flexibility. SOLUTION: In this actuator 1, a plurality of bag-shaped driving tubes 2 closed at their tip ends are bundled, a core rod 4 is placed at a center, a fixing thread 5 is wrapped around the tubes to keep the driving tubes 2 into closely contact with the core bar 4, and the plurality of driving tubes 2 around which the fixing thread is wrapped, are further covered by an outer frame tube 3.
