PROBLEM TO BE SOLVED: To prevent the overload of a system due to the sudden increase of the quantity of requests, the deterioration of a response time, the abandonment of requests and the instability of the system or the like caused thereby in a CoD(Capacity on Demand) system in which the number of servers is increased or decreased according to the amounts of requests from a client. SOLUTION: The relay controller 103 is arranged between a client 100 and a CoD system 102, and accepted processing requests are stored once, and any request which exceeds the current processing capability is controlled so as not to flow in the CoD system 102. That is, when the server is being extended in the CoD system 102, the requests which can not be processed with the current number of servers are made to stay in a relay controller 103 until the extension is completed. Also, when the extension is completed, a server 102b which can process the amounts of requests at that point of time and the amounts of requests which are made to stay until the point of time within a predetermined time is secured.
