PROBLEM TO BE SOLVED: To provide a device and a method for measuring a toner amount capable of measuring the toner amount correctly in a short time without contact with the toner carrier while being friendly to the environment.

SOLUTION: The device for measuring the amount of toner T on the roller 510 carrying the toner T containing a coloring agent in a thin layer comprises the chromaticity detection device 3 for detecting mean chromaticity of the reflected light reflected by the developing roller 510 while the developing roller 510 being irradiated by the light source 2, and the calculation device 4 for calculating the toner amount based on the mean chromaticity detected by the chromaticity detection device 3.
