PROBLEM TO BE SOLVED: To provide a mobile communications system for preventing the load of a temporary up radio channel, by limiting the number of radio terminals responding to an MBMS notification message. SOLUTION: A radio base station control station 3 sets Rp and Rr parameters into the MBMS notification message for transmitting to a radio terminal 1. The radio terminal 1 determines whether it responds to the received MBMS notification message according to a calculation result, using the parameters. The radio terminal 1 responds to the MBMS notification message, when the value of the above calculation result is equal to or smaller than the value of Rr. Otherwise, it does not respond to the MBMS notification message. The radio base station control station 3 determines the transmission system of content, according to the number of radio terminals responding to the radio base station control station 3.
