<P>PROBLEM TO BE SOLVED: To distribute the profit of a service providing company to a terminal maker in a commercial transaction between the service providing company and a service user. <P>SOLUTION: The service providing company is specified by terminal use right information transmitted from a service user certification center 3. A user terminal measures a time from the connection of a medium recording the terminal use right information to the user terminal to the release of the connection as a using time, and encrypts and transmits the using time and a user terminal ID to the service use certification center.
