<p><P>PROBLEM TO BE SOLVED: To provide a technology to register information in an ETC on-vehicle unit in order to receive the service of an ETC system without mounting any ETC card on an ECT on-vehicle unit. <P>SOLUTION: This ETC on-vehicle unit 1 is provided with no card slot so that it is not necessary to mount any ETC card at the time of using an ETC system. An information processor 4 for a card company generates information for charge settlement based on personal information from a user, and transmits it to an information issuing center 5. Also, an information processor 3 for setup store accepts vehicle information, and transmits it to an information issuing center 5. The information issuing center 5 generates setup information based on the vehicle information, and encrypts information for registration associated with the corresponding information for charge settlement, and transmits it to the information processor 3 for setup store. The information processor 3 for setup store decodes the information for registration, and transmits it to an information writing device 2.
