PROBLEM TO BE SOLVED: To provide a technology for realizing suppression of image quality deterioration and flexible control of the electronic watermark intensity in an adaptive processing for embedding an electronic watermark signal to an image signal. SOLUTION: In the case of embedding electronic watermark information to the image signal, controlling embedding density of the electronic watermark signal to the image signal can control the embedding strength of the electronic watermark information to the image signal.
