PROBLEM TO BE SOLVED: To provide an image processing apparatus, an image processing method, and an image processing program capable of satisfactorily quantizing dot dispersion in an entire gradation value which includes low-density sections. SOLUTION: The image processor 1 quantizes an input value, comprising multi-gradation image data for converting to an output value comprising pseudo half tone image data. The image processing apparatus 1 includes a gradation conversion means 21 for performing gradation conversion to the input value; a processing selection means 22 for selecting either dither processing or error diffusion processing, according to the comparison result between the gradation value of a converted value, after the gradation conversion and a prescribed switching value; noise addition means 24a, 24b for adding noise to the converted value; an error diffusion processing means 25 for performing error diffusion processing; and a dither processing means 26 for performing dither processing. The noise addition means increases the amount of noise to be added, when the error diffusion processing is selected by the processing selection means, and the converted value is close to the switching value or a prescribed gradation value.
