PROBLEM TO BE SOLVED: To transmit and receive the delete information of IP<SB>sec</SB>SA certainly in spite of a variety of mounting methods for maintaining ISAKMP SA in automatic key switching. SOLUTION: A transmitting side communication apparatus transmits a delete payload of the IP<SB>sec</SB>SA using the ISAKMP SA to meet transmission conditions, preferably, using all ISAKMP SA existing between communication apparatuses. A receiving side communication apparatus receives the delete payload by the ISAKMP SA to meet receiving conditions, preferably, by either of the ISAKMP SA existing between the communication apparatuses. As long as the IP<SB>sec</SB>SA established by using the ISAKMP SA exists, the ISAKMP SA is not deleted completely but maintained, and the sending and receiving of the delete payload is made possible at the ISAKMP SA.
