PROBLEM TO BE SOLVED: To provide a construction method of a breakwater capable of easily checking the inclination of a pile before a wall member is installed on the pile and surely installing the wall member, and an index fixture. SOLUTION: The construction method of the breakwater 7 comprising a plurality of the piles and the wall member having a plurality of insertion holes into which the piles are inserted comprises the steps of driving the piles 2 obliquely, installing the index fixture 1 comprising a linear stretched member and vertically-crossing members 12a and 12a lying at right angles to the stretched member and crossing over each other at right angles on the top of the piles, determining the position of the head of the pile in the plan view and surveying the index fixture in order to check the piles for inclination angle of the individual piles, locating the bottom end of the insertion holes according to the position and inclination of the piles and simultaneously inserting a plurality of the piles into a plurality of the insertion holes 31 in the wall member 3.
