PROBLEM TO BE SOLVED: To obtain power and electric power by utilizing hydraulic power of a small-scale waterfall which has not been utilized conventionally. SOLUTION: A hydraulic turbine device attaching many water buckets to an endless chain continuously around a track gear and a guide gear supported pivotally and rotatably on a frame across a predetermined interval is installed on the downstream side of the waterfall to rotate a hydraulic turbine by gravity of water flowing into the water buckets and drive a power generator or a pump connected with a shaft of the track gear through a rotary transmission device.
