PROBLEM TO BE SOLVED: To provide a paper feeder capable of performing certain paper setting and stable paper feed action. SOLUTION: The paper feeder has a tray 21 for storing the paper P; a paper placement plate 22 placed with the paper; a paper placement plate lifting means 23 for lifting the paper placement plate 22; a pickup roll 24 for picking up the paper P on the paper placement plate 22; a paper set sensor 25 for detecting the paper set on the paper placement plate 22; a paper sensor 26 at traveling for detecting the paper picked up by the pickup roll 24 and traveling; and a paper existence determination part 27 for determining existence of the paper in the tray 21 based on the detection result of the paper set sensor 25 and the paper sensor 26 at traveling.
