PROBLEM TO BE SOLVED: To provide an external preparation for the skin, not crystallized in a base for the external preparation for the skin, having high penetrability into the skin, and high efficiency of intake into a cell, exhibiting sufficient effects for inducing production of metallothionein by the cutaneous cell, and containing a zinc salt and/or zinc complex of amino acids by solving the problems wherein when the zinc salt and/or the zinc complex of the amino acids is simply contained in the external preparation for the skin, precipitation of crystals thereof is caused with time to prevent the bleaching effects and antiaging effects which are original functions possessed by the zinc salt or the zinc complex of the amino acids from being exhibited effectively. SOLUTION: A water-soluble organic acid and/or a salt thereof, and an amino acid and/or a salt thereof are formulated to heighten the solubility of the zinc salt and/or the zinc complex of the amino acids in the external preparation for the skin containing the zinc salt and/or the zinc complex of the amino acids. As a result, the precipitation of the crystals with time is prevented to provide the external preparation for the skin such as a cosmetic, having the high penetrability into the skin, and the high efficiency of the intake into the cell, and also having the sufficient bleaching effects and antiaging effects.
