PROBLEM TO BE SOLVED: To provide an illuminating device enhancing the utilization efficiency of illuminating luminous flux by reducing loss of light quantity, and also to provide a projector equipped with the illuminating device. SOLUTION: The illuminating device 100A is equipped with a light emitting tube 120, an ellipsoidal reflector 130, a collimating lens 140A, a 1st lens array 150 and a 2nd lens array 160. In the device 100A, the lens 140A has a light incident surface comprising a hyperboloid of revolution, and a light emitting surface divided into a center area 142A comprising a prescribed area including an illumination optical axis 100Aax and a peripheral area 144A on the periphery from the center area 142A, then a concave surface having prescribed curvature is formed in the center area 142A and a concave surface having smaller curvature than that of the center area 142A is formed in the peripheral area 144A.
