<P>PROBLEM TO BE SOLVED: To provide a carrier device capable of easily and surely determining "overtaking" of a card medium and an ID card creation device. <P>SOLUTION: The carrier device 1 has an upstream side device 2 and a carrier part 4. The tip of a carrying direction of the card medium P sent from the upstream side device 2 to the carrier part 4 is detected by a sensor 7, carrying intervals of the card medium P are calculated, the tip of the carrying direction of the card medium P is detected by a sensor 8 and discharge intervals are calculated.
