PROBLEM TO BE SOLVED: To increase loading property into an internal combustion engine. SOLUTION: This system including a variable valve gear for changing valve opening characteristic of a valve element in accordance with a rotation position of a control shaft 24 is provided with the variable valve gear for changing valve opening characteristic of an intake valve 46 in accordance with a rotation position of the control shaft 24. An electric motor 20 for rotating the control shaft 24 is arranged. Output of the electric motor 20 is transmitted to the control shaft 24 by a power transmission mechanism 22. The power transmission mechanism 22 includes a worm gear 54 rotating together with an output shaft 52, a worm wheel 58 meshing with the worm gear 54, a spur gear 60 rotating together with the worm wheel 58, and a second spur gear 64 meshing with the spur gear 60.
