PROBLEM TO BE SOLVED: To provide a surface-treated powder for a cosmetic, having easily dispersable properties in a water-based dispersion medium, and a dispersion stability; to provide a dispersion for the cosmetic, obtained by formulating the surface-treated powder and having excellent dispersibility and dispersion stability; and further to provide the cosmetic having easily redispersable properties, dispersion stability with time, etc., when an aqueous cosmetic is selected as the dosage form. SOLUTION: The surfaces of particles of a silicone resin are surface-treated with a low-molecular weight organosilicon derivative, or the low-molecular weight organosilicon derivative and a water-soluble cationic polymer to hydrophilize the silicone resin. The treated powder has the very superior dispersibility (easily dispersable properties) in an aqueous dispersion medium, and dispersion stability. The dispersion for the cosmetic having the excellent dispersibility (easily dispersed properties), dispersion stability and the like is obtained by using the surface-treated powder.
