PROBLEM TO BE SOLVED: To reduce the content of recovered solids in sludge; to reduce the size of equipment and its site; to reduce the initial cost and running cost. SOLUTION: A method for pyrolytically decomposing sludge has a process (S101) for destroying bio-cells in the sludge by a solubilization means for destroying the bio-cells to solubilize the sludge, a process (S102) for performing the solid-liquid separation of the sludge into a liquid component and a solid component, a process (S103) for mixing a combustible component with the liquid component to convert them into emulsified fuel, and a process (S104) for subjecting the solid component to a pyrolysis treatment process. The method also has a process (S105) for burning gas generated from the solid component by the pyrolysis treatment, and emulsified fuel is preferably used as fuel for the pyrolysis treatment or the gas burning.
