PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor having satisfactory characteristics as a capacitor, easy in manufacture and high in productivity, and to provide its manufacturing method. SOLUTION: In a solid electrolytic capacitor having a metal body 11 comprising a valve action metal, a dielectric oxide film 12 that is formed on the surface of the metal body 11, and a solid electrolyte layer 13 adjacent to the dielectric oxide film 12, the solid electrolyte layer 13 has a first conductive polymer layer 13a that is formed on the surface of the dielectric oxide film 12 by the electrolytic polymerization or chemical oxidative polymerization of the precursor monomer of a conductive polymer and a second conductive polymer layer 13b that is formed by applying a conductive polymer containing coating on the first conductive polymer layer 13a.
