PROBLEM TO BE SOLVED: To provide a material crushing/dispersion apparatus and a material crushing/dispersion method which permit rolling treatment of a material susceptible to the influence of moisture and oxygen, or the like in air and are capable of obtaining stable dispersibility, easily performing dispersion treatment even for a thermally weak material and efficiently performing mixing/dispersion treatment with a simple apparatus. SOLUTION: In the material crushing/dispersion apparatus, at least two rotation-drivable rollers 2a, 2b, 2c are arranged in parallel within a casing 1 constituted air-tightly and a material feeding port 3 which feeds primary paste material Wa prepared by mixing powder and liquid beforehand is formed on the casing 1 above between the rollers 2a, 2b. A material discharging port 5 which connects a material discharging means 4 such as screw conveyor and a conveyance pump P is formed on the casing 1 under the final roller 2c.
