PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming an excellent image free of image unevenness, particularly a color image by effectively using a photoreceptor in which even if a photosensitive layer on a surface is uneven in thickness and undergoes a thickness variation due to wear, the thickness variation does not affect sensitivity or chargeability, and to provide an image forming method. SOLUTION: The image forming apparatus comprises at least a photoreceptor 2, a charging means 4, a latent image forming means 6, a developing means 8 and a transferring means 14, wherein the photoreceptor 2 has a photosensitive layer formed on a surface of a cylindrical conductive support and has a surface on which the magnitude of light attenuation potential to unit light exposure varies in proportion to the 0.6-1.0th power of an electric field applied to the photoreceptor surface, and the latent image forming means 6 is an exposure device for performing exposure at a beam diameter of≤40 nm with a blue laser light source having a wavelength of≤500 nm.
