PROBLEM TO BE SOLVED: To realize high-accuracy image area separation, without increasing the cost in an image processing apparatus, in which the resolution of the input image is different from the resolution of the output image. SOLUTION: This apparatus is provided with a character-determining section, a dot-determining section, an in-dot character-determining section and preprocessing filters for each of the section which are the same as those of a conventional image area determining section, in order to obtain an image area determining signal (character-determining signal, dot-determining signal and in-dot character determining signal) of a first resolution. Further, the apparatus is provided with a resolution-converting section for converting an image area determining signal of a first resolution into the signal of a second resolution, and a secondary determining section for correcting wrong determination in a primary determination and performing higher accuracy determination at high resolution.
