PROBLEM TO BE SOLVED: To provide a pseudo-neutral newsprint paper producible by using a conventional sizing agent for an acidic paper without using an expensive neutral sizing agent and enabling the use of inexpensive calcium carbonate as a filler. SOLUTION: The pseudo-neutral newsprint paper is produced by a pseudo-neutral paper-making method from a paper-making material by adjusting the pH of the paper-making system to 5-6 with a pH regulator composed mainly of aluminum sulfate. The paper-making material contains calcium carbonate as a main component of filler, a sizing agent for acidic paper as a main component of sizing agent and 50-400 ppm of a cationic flocculant in terms of pure substance.
