PROBLEM TO BE SOLVED: To provide a paper machine capable of constantly, continuously and accurately measuring the content of gas in raw water by a simple construction, and capable of adding an antifoamer in an accurate amount; and to provide a paper-making method and an antifoamer-adding system. SOLUTION: The amount of the bubble contained in the raw water is calculated based on a value of pressure and a level Lh of the liquid surface by keeping the level Lh of the liquid surface at the height of a water outlet 14 by overflowing the raw water always from the water outlet 14 of a raw water container 16, and detecting the pressure of the raw water by a liquid pressure sensor 18 installed in a detection level L lower than that of the water outlet 14.
