PROBLEM TO BE SOLVED: To provide a torque detecting apparatus which can quickly detect steering torque inputted to a steering wheel, and further to provide a power steering apparatus having the same. SOLUTION: Torque related information sensors 15 are provided at connected portions 21 of a rim 19 with spokes 20 of the steering wheel 2, respectively. Because steering torque inputted from a driver to the rim 19 of the steering wheel 2 can be detected at a position in the close vicinity of the rim 19, the steering torque applied to the steering wheel 2 can be quickly detected.
