PROBLEM TO BE SOLVED: To introduce an illegal network use prevention means inexpensively without using an existing network or terminal as it is. SOLUTION: An address management server 100 having a topology database of layer 2 devices (hub, switch and radio base station in example of Ethernet) constituting an intranet is used. An address/port number correspondence acquiring means 341 and a packet filtering designating means 342 are grasped about each layer 2 device in the server. The address management server 100 recursively accesses the address/port number correspondence acquiring means 341 of each layer 2 device from the upstream of the network according to topology information to thereby find a layer 2 device and a port number holding a given layer 2 address, and recursively accesses the packet filtering designating means 342 in an upstream direction of the network from the layer 2 device to thereby filter the found layer 2 device and port number by the layer 2 device closest to the terminal.
