PROBLEM TO BE SOLVED: To provide a system for transmitting a message about conversation available status, dynamically changing, of a person belonging to an organization with respect to a terminal which can surely respond. SOLUTION: An organization status information storage unit 16 stores organization status information, including terminal status information indicating whether organization affiliation terminals 2a, 2b belonging to an organization 3 can communicate, and organization communication status information indicating whether the organization 3 can communicate, by using any one of the terminals 2a, 2b. When an apparatus-side message communication unit 11 receives a message addressed to the organization 3, a message relay unit 12 refers to organization status information stored in an organization status information storage unit 16. The unit 12 checks whether the organization 3 is in a communicatable state. If the organization 3 can communicate, a communicatable terminal is selected out of the terminals 2a, 2b based on the terminal status information, and a message communication unit 11 is used to transmit the message, addressed to the selected organization 3, to the terminal.
