PROBLEM TO BE SOLVED: To provide an external electrode type rare gas fluorescent lamp for the use of reading a manuscript of an information device capable of attaining an intended lightness on an irradiated face without increasing power consumption. SOLUTION: On the rare gas fluorescent lamp, a pair of electrodes are arranged on the external wall of a straight tube-shaped glass bulb so as to face each other in tube axis direction, a prescribed volume of rare gas including xenon gas is sealed in the glass bulb, and a phosphor layer is formed on the inner wall of the glass bulb excluding an aperture part extending whole length in tube axis direction. A heat buffering insulation member is arranged on the electrode at least excluding the aperture part, a member made of thermoplastic resin is arranged on the heat buffering insulation member, and an insulation reflection member reflecting visible light is adhered to end face side of the aperture part of the member made of thermoplastic resin so as to be separated from the heat buffering insulation member.
