PROBLEM TO BE SOLVED: To provide a water-based coating agent for a steel material, which can give a coating film excellent in adhesion, corrosion resistance, acid resistance, alkali resistance, and solvent resistance and is desirable for coating steel materials such as zinc-coated steel and aluminum-coated steel, to provide a method for coating a steel material therewith, and to provide a steel material coated therewith.
