PROBLEM TO BE SOLVED: To realize a tanker vessel restricting discharging of an environmental contamination substance from a vessel in handling a liquid cargo, and requiring no on-board complex nor expensive cargo handling facility. SOLUTION: A cargo handling facility is eliminated from a tanker vessel and a cargo handling device is installed at a birth side where a tanker vessel performs a cargo handling operation.
