<P>PROBLEM TO BE SOLVED: To provide a data processor which executes an appropriate second quantization of data under process, obtained by being subjected to inverse quantizing after first quantized data, in view of the image quality and coding efficiency. <P>SOLUTION: An MPEG 2 demodulator circuit 51 extracts the quantizing scale Qm of each macroblock MB, used for quantization in an MPEG 2 coding process from MPEG image data S11. An activity calculator circuit 53 calculates the activity Nact, based on the quantizing scale Qm.
