<p><P>PROBLEM TO BE SOLVED: To solve the problem wherein a program is uploaded to a node of an active network from both the transmission side and the reception side and contradictions arise in quality requests by both programs. <P>SOLUTION: A program-extracting section 48 stores a program 60 included in stream data 100 with a program tag received from a server 10, and a program 62 received from a terminal 22 in a program storage section 50. A control section 52 checks mismatch in quality requests by both programs 60 and 62. If there is a mismatch, a decision is made as to which program is applied preferentially, with reference to a priority reference 56 stored in a priority reference database 54. The control section 52 reads out a program which determined to be used preferentially from the program storage section 50 and sets this program in a packet-processing section 46.
