PROBLEM TO BE SOLVED: To provide a monitoring device enabling the condition of the monitoring device to be grasped without arranging a central controller on a network, and to provide a monitoring method, monitoring program and recording medium.

SOLUTION: A monitoring device has: a camera 11 and a microphone 2 acquiring at least one of the video and the voice of an object; a circuit control interface means 18 communicating information including at least one of the acquired video and the voice between another monitoring device 4 through a local network 20 and a wide area network 30 and a network exterior device 31 connected to the local network 20 and the wide area network 30; a mutual inspection means 1 inspecting the condition of the other monitoring device 4; and a camera group information storage means 2 storing information on the other monitoring device 4 inspected by the mutual inspection means 1 so that the information on the other monitoring device 4 inspected by the mutual inspection means 1 may be acquired from the network external device 31 connected to the local network 20 and the wide area network 30 through the circuit control interface means 18.
