PROBLEM TO BE SOLVED: To provide a device for generating segmented and composited images, which adaptively changes the level of brightness of a border area in matching with the brightness of an image signal, when an input image signal is segmented and composited, and displayed together with the border area, thus making the segmented areas easily recognizable and preventing image persistence on a display, when displayed over a long time. SOLUTION: When a plurality of reduced images are arranged and displayed together with the border area, the device for creating segmented and composited images detects an average level of brightness of the input image signal by an average brightness level detecting means 31, and obtains a brightness level of the border area by a border area brightness level obtaining means 25. The brightness level of the border area is higher or lower than the average level of brightness by a predetermined level.
