PROBLEM TO BE SOLVED: To provide a communication system, communication apparatus, a communication method and a program for improving communicating performance such as the power consumption or communicating speed of communication processing. SOLUTION: The communication apparatus 101, 102 is configured as a communication apparatus based on USB OTG, and the communication apparatus 101 is started as host equipment, and the communication apparatus 102 is started as peripheral equipment. The communication apparatus 101 acquires the information of power consumption when the communication apparatus 102 is operated as the host equipment and the peripheral equipment as a descriptor from the communication apparatus 102 in the process of enumeration. The communication apparatus 101 decides whether or not the power consumption is decreased by switching the host equipment and the peripheral equipment based on the obtained descriptor and its own similar descriptor including the information of the power consumption. At the time of deciding that the power consumption is decreased as the result of decision, the host equipment and the peripheral equipment are switched according to the communication protocol of OTG.
