PROBLEM TO BE SOLVED: To provide a pre-phosphated steel sheet which has improved sliding properties and balances the adequate sliding properties with weldability and chemical conversion coating properties, and to provide a manufacturing method therefor. SOLUTION: The phosphate-coated galvanized steel sheet is a galvanized steel sheet having the pre-phosphated film on at least one plated surface, wherein the pre-phosphated film has a coating weight of 1 mmol/m<SP>2</SP>to 5 mmol/m<SP>2</SP>in P terms, has a mole ratio Zn/P of Zn to P contained therein in an amount of 1.0 to 2.0, and a mole ratio Zn(II)/P of Zn(II) to P on the surface of the pre-phosphated film in an amount of less than 1.0.
