PROBLEM TO BE SOLVED: To solve the problem that a conventional binder has a complicated structure and is expensive in manufacturing cost since it has a pair of rollers for running a tape in a forward direction and a pair of rollers for running it in the reverse direction, and further they are driven by individual electric motors. SOLUTION: When an electric motor 200 is normally rotating, the normal rotation is transmitted from a driven pulley 203 via a one-way clutch 205 to a transmission shaft 204 to cause a driving roller 21 to normally rotate and the tape T to travel in the forward direction. When the motor 200 is reversely rotating, the one-way pulley 205 is set free, and the reverse rotation is transmitted from the driven pulley 203 via a frictional member 214 to the transmission shaft 204, to cause the driving roller 21 to reversely rotate and the tape T to travel in the reverse direction. The driven pulley 203 and the frictional member 214 slide to function as a torque limiter 206 for preventing excessive tension from being applied to the tape T. COPYRIGHT: (C)2005,JPO&NCIPI
