PROBLEM TO BE SOLVED: To provide a radio communications system which will not slip away communication or the like in an emergency, since message notification is possible, regardless of a set value of volume adjustment on the receiving side. SOLUTION: In a radio communications system of a radio network composed of a radio communication terminal and a base station, the radio communication terminal has a control signal setting portion setting a communication mode indicating the emergency degree of communication and the volume adjustment value, indicating a volume of a received call to a control signal within transmitted data on the transmission side, a control signal processing portion taking out the control signal from received data obtained in a reception portion on the reception side, and a volume-adjusting portion controlling a voice amplifying circuit from the volume adjustment value of the control signal. The base station has a control signal processing portion, taking out a control signal from the transmitted data of a radio terminal obtained in the reception portion on the reception side; and a call control portion determining a transmission object from the communication mode of the control signal on the transmission side, and controlling the transmission portion, in order to transmit the transmitted data to the object of transmission with the volume adjustment value.
