The carrier (1) has a safety control enabling regulation of an area directly facing wind when wind speed is high. The control regulates a continuous wave (CW) value of the carrier between the range 1.2 to 2.0. A bottom structure (2) is horizontally aligned by a hydraulic alignment device. A tilting safety mechanism (3) has three supports that are designed with bottom structures. The carrier is erected by a rope mechanism.
