<P>PROBLEM TO BE SOLVED: To prevent many position registration requests from taking place into a normal base station, resulting in increasing the load on the occurrence of a transmission fault of a notice signal in a base station. <P>SOLUTION: On the occurrence of a fault in a base station 20, the host device 10 transmits a position registration restriction signal d to the normal base station 30. The base station 30 multiplexes the restriction signal d on the notice signal f and transmits the resulting signal to each terminal 40. In each terminal 40 when it is in a standby state, a position registration timing management circuit 44 generates and transmits a position registration request k in a random timing after a lapse of a prescribed time. When each terminal 40 is in a call connection state or makes a new dialing operation, the terminal processes the operation with priority.
