PROBLEM TO BE SOLVED: To provide a magnetic recording medium which has improved resolution, excellent recording performance such as overwrite characteristic, and an excellent and high S/N ratio and thermal stability, and to provide a manufacturing method of the magnetic recording medium and a magnetic storage device thereof. SOLUTION: The magnetic recording medium 10 is obtained by forming a first seed layer 12, a second seed layer 13, a first underlayer 14, a second underlayer 15, a first magnetic layer 16, a nonmagnetic binding layer 18, a second magnetic layer 19, a protective layer 20 and a lubricant layer 21 in order on a substrate 11. The first underlayer 14 is deposited by using Cr or a Cr-based alloy having a bcc crystal structure in an atmosphere added with nitrogen gas of 0.01 to 0.5% by volume by sputter technique. The second underlayer 15 is deposited in an atmosphere containing no nitride or an atmosphere added with nitrogen gas of≤0.10% by volume by using material similar to that of the first underlayer 14.
