SOLUTION: Two sewage partitions 10A and 10B for sewage treatment adjacent to each other are respectively provided with sewage treatment plants 12A and 12B, and a by-pass line 20 capable of conveying sewage in two directions is provided between a main line 18 of a pipe network 14A and a main line 18 of a pipe network 14B adjacent to each other and, at the same time, an opening and closing valve 22 for opening and closing the by-pass line 20 is provided to the by-pass line 20. Water level measuring instruments 30 for sewage are provided to a plurality of sites of the main lines 18 of the pipe networks 14A and 14B, and these water level measuring instruments 30 are connected to a server 200 so that they can communicate with each other.
