A seat belt retractor, comprising a second energy absorbing means utilizing the ironing of a wire in addition to the twist of a torsion bar (4)(first energy absorbing means) as the rotating shaft of a winding drum to absorb energy acting on a seat belt in an emergency so as to stop the seat belt at a specified position and to stabilize a resistance value and a clutch mechanism instantaneously changing over the energy acting on the seat belt in an emergency from an absorbing state by the first and second energy absorbing means to an absorbing state by the first energy absorbing means only.
