PROBLEM TO BE SOLVED: To quickly determine the direction of a business form without analyzing a format entered in the business form to speed up business form processing. SOLUTION: An OCR system comprises a scanner 2, which reads image information (image data) from a document 1, and a computer 10. The computer 10 is provided with; a memory 13, as a storage means, which stores a dictionary for identifying characters including figures, codes, English characters and Chinese characters; and a CPU 16, as a business form direction determination means, which detects a pixel group constituting a character, which becomes a direction identification object and is long in the horizontal direction, from the image data inputted from the scanner 2, refers to the library, turns the detected pixel group to four directions, that is, the forward direction, the reverse direction, the right 90°and the left 90°to recognize the character, determines the similarity between the recognized character and the pixel group constituting the original character, and determines the direction of the business form based on the similarity thus determined.
