PROBLEM TO BE SOLVED: To provide high strength steel whose delayed fracture resistance in an acid environment and an environment to which a thermal load is applied can be improved, and which has excellent cold workability as well, and to provide a high strength component obtained from the high strength steel. SOLUTION: The high strength steel has a composition comprising, by mass, 0.30 to 0.6% C,≤0.2% Si, 0.1 to 0.8% Mn,≤0.02% P,≤0.02% S, >0.5 to 0.95% Cr, 1.3 to 2.2% Mo, 0.05 to 0.15% Ti, 0.1 to 0.50% V,≤0.5% Al and≤0.02% N, and the balance Fe with inevitable impurities, and in which the Cr content, Mo content, Ti content and V content satisfy prescribed relations.
